Proposed Amendment An amendment to the CFCE Constitution & Bylaws has been submitted to the Executive Council for the membership to consider that would change the method used to calculate the local’s dues. Currently, Article XVII Section 1 of the Constitution & Bylaws states that “Dues to the Coast Federation of Classified Employees shall be point seven percent (0.7%) of annual base salary, plus affiliate per capita charges, payable either in advance or through tenthly payroll deductions.” The current dues structure includes a combination of a fixed percentage plus the fees charged by our affiliates (e.g., AFT, CFT, Orange County Central Labor Federation). The American Federation of Teachers recommends that locals convert dues structures that include flat fees or a combination of percentage plus flat fees to a dues structure with only a fixed percentage. A single fixed percentage provides a more manageable structure that everyone involved can easily understand, including the CFCE, CCCD, Classified Employees, CFT, and AFT. After much number crunching, the Executive Council proposed the move to a 1.3% dues structure, which would provide roughly the same monthly income for the Local as the current method but with fewer complications for the CFCE Treasurer, the CCCD Payroll department, and bargaining unit members. Bargaining unit members earning $50,323/year or less will actually realize a reduction in their union dues, which represents about 51% of the bargaining unit.
