1. What does the Union do for me? 1. What does the Union do for me? The Coast Federation of Classified Employees, AFT Local 4794, is the exclusive bargaining agent for all classified employees working at the Coast Community College District, except for management, supervisory, and confidential employees. In this capacity, the union negotiates the terms and conditions of collective bargaining unit with the Coast Community College District. Such negotiations include wages, overtime, health benefits, sick leave, discipline, working conditions, reclassification, promotions, vacation, holiday, and professional development. 2. What benefits does the Union provide for me? The Coast Federation of Classified Employees offers a number of important benefits. The Union's most important functions involve contract negotiation and employee grievances. Members of the union can run for any office in the local, vote in local elections for the Executive Council, serve on the Contract Negotiations Team, serve on one of the many committees within CFCE, vote in AFT national and CFT state delegate elections, become a delegate to the CFT, AFT or Orange County Central Labor Council. All members in the bargaining unit receive professional liability insurance (through AFT) and accidental death term life insurance (through AFT). All members in the bargaining unit also receive several publications, including the B.U.M. Bulletin (CFCE), California Teacher (CFT), Community College Perspective (CFT), and the OnCampus magazine (AFT). Other member benefits are detailed at the local's website. 3. How do I become a member of the Coast Federation of Classified Employees (CFCE)? Classified employees working within the Coast Community College District can join the Coast Federation of Classified Employees by complete a simple membership application, which is available online. How can I get more involved in the CFCE? Members who are interested in serving one of the CFCE committees should contact one of the Executive Council members. 5. What is the governing body for the CFCE? The membership meeting shall be the supreme policy making body of the local (cf. Article VII, Section 3 of the Constitution & Bylaws). The Executive Council shall be responsible for adherence to, and enforcement of the Constitution and Bylaws of the local(cf. Article X, Section 7 of the Constitution & Bylaws). 6. Can anyone attend the Executive Council meeting? Any member of the bargaining unit may attend any open session of the Executive Council. Closed sessions are restricted to members of the Executive Council. 7. Where and when are the Executive Council meetings held? Executive Council Meetings are generally held on the 1st and 3rd Tuesdays of each month in the Third Floor conference room at Watson Hall, Orange Coast College. 9. What is a collective bargaining agreement? The Collective Bargaining Agreement is labor contract between the Coast Federation of Classified Cmployees and the Coast Community College District. The specific provisions of the Collective Bargaining Agreement are negotiated by represenatives of CFCE and the District and include provisions such as wages, overtime, health benefits, sick leave, discipline, working conditions, reclassification, promotions, vacation, holiday, and professional development. 10. All classified employees working for the Coast Community College District, excluding management, supervisory, and confidential employees, are automatically members of the bargaining unit and pay a service fee to the union, referred to as Agency Fee. Each year, Agency Fee payers are given an opportunity to select to pay a reduced fee, which covers only the costs of doing business on behalf of the entire bargaining unit. This reduced fee is referred to as Fair Share. Finally, members of the bargaing unit are encouraged to join and support the union, which is referred to as Union Membership. Membership in the union builds provides many benefits to union members and creates a stronger base from which negotiate the Collective Bargaining Agreement. 12. There are two union offices--one located on the Orange Coast College campus and the second on the Golden West College campus. Addresses and maps are provided below: Orange Coast College Golden West College In the workplace, a grievance is a formal statement of complaint against an authority figure, usually a supervisor or manager. The grievance process has several steps, all of which can involve the advice and guidance of a union steward. A grievance occurs when there is a difference arising out of the interpretation, application, administration, or violation of specific provisions found in the Collective Bargaining Agreement. The entire Grievance procedure can be found in Article 6 of the Collective Bargaining Agreement. 15. If I want to file a grievance against the District, who should I talk to? The member's annual salary is multiplied by 0.7%, which is then added to the pass through fees, which included the AFT, CFT, State Affiliate, and the Orange County Central Labor Council. For example, if a member's annual salary is $43,318.00, the member's union dues would be calculated as follows:
$515.46 divided by 10 months = $51.55/paycheck.
