Collective Bargaining

Collective bargaining is the process by which employees at a workplace organize collectively in order to negotiate compensation, benefits, and other working conditions with the management.

The "Collective Bargaining Agreement"

The Collective Bargaining Agreement (CBA) is a labor contract between the employer and a specific group of employees. At the Coast Community College District, the Coast Federation of Classified Employees (CFCE), AFT Local 4794, has been certified by California's Public Employment Relations Board (PERB) to represent classified employees working within the District.

Duration of the "Collective Bargaining Agreement"

CFCE negotiates the Collective Bargaining Agreement with the Coast Community College District on an annual basis. The current contract is in effect through June 30, 2009. In 2007 and 2008, the District and CFCE may each open one (1) article for re-opener. During 2008-09, each party may select two articles for re-opener. In 2009-10, the entire Agreement will be re-opened.

Contract Negotiations Team

The CFCE Executive Council appoints 3-5 members of the union to negotiate with the District on behalf of members in the bargaining unit. The California Federation of Teachers provides a field representative who sometimes functions as the chief negotiator. During contract negotiations, the Contract Negotiations Team meets on a regular basis to research specific areas of the contract and to develop strategies that will be used during the negotiation sessions with the District.

Contract Campaign Committee

In addition to the Contract Negotiations Team, the CFCE Executive Council will appoint members of the union to the Contract Campaign Committee. The Contract Campaign Committee has several responsibilities, including:

  • assisting the Contract Negotiations Team in the research process
  • developing strategies to mobilize members of the bargaining unit
  • doing informational pickets at the Board of Trustees meetings
  • developing other strategies to move the negotiations process in a positive direction

Updates on the Negotiations Process

Normally, the actually proceedings of the negotiations process are confidential. However, the Contract Negotiations Team will provide updates to the membership on the progress or lack of progress taking place in the negotiations process. The Contract Negotiations Team may also provide updates regarding the status of particular articles, whether certain articles are currently being negotiated, have been tabled, or are at impasse. The Contract Campaign Committee will also work with the Contract Negotiations Team in order to develop strategies to keep the members of the bargaining unit informed and ingaged in the process.
